Two Vietnamese men appeared in court accused of the production of almost £1,000,000 worth of cannabis at an address in Grantham.

Huu Duc Tran, 27, and Hung Trong Le, 31, both deny a charge of together being concerned in the production of 1,574 cannabis plants.

Jim Clare, prosecuting, told the court that police estimated the cannabis, which was found by police during a raid on an address in Spring Gardens, Grantham, to have a value of £950,000.

The court also heard that Le is in breach of a deportation having been deported from the UK following criminal proceedings in 2009.

Magistrates agreed with the prosecution that the case is too serious to be heard at magistrates court so the case was sent to the crown court.

Giles Tyas, defending, made no application for bail so the men were remanded in custody.

A date for commital was set for March 18 but both men will next appear at court via video link on February 13.

Grantham Town have signed on-loan winger Kallum Smith on a permanent basis.

Smith was on a one month loan from Boston United and has scored twice in his last two games for the Gingerbreads.

Town joint manager Gary Sucharewycz said the former Lincoln United player was enjoying his time with the club: “It is a big signing for the club given the current situation here.

“Fans have enjoyed watching him and he is enjoying being here. We have worked hard to get him to stay with us once we knew Boston were prepared to release him.”

Major tailbacks as overturned lorry blocks A1

An overturned lorry is blocking both carriageways of the A1 at the Foston bypass.

Traffic is at a standstill and tailbacks of several miles are being reported by drivers. Motorists are being warned to avoid the A1 at the moment. The Highways Agency says it hopes to clear the road by 1pm.

Councillors’ disbelief at Tesco’s free rein over Grantham store

Councillors reacted with surprise and concern at the news that they can make no conditions on a soon-to-open Tesco Express in Grantham.

Members of the development control committee at South Kesteven District Council were asked to consider several planning applications for minor alterations and additions to the store, in Harrowby Lane, which was formerly the Cherry Tree pub.

However, as the supermarket chain needs no change of use permission to run the premises as a shop, members cannot impose conditions on opening and delivery times. Coun Mark Ashberry called the planning law “unacceptable”.

Disbelieving members continued to debate the point despite numerous attempts by the committee chairman to bring the three applications to the forefront of the meeting.

Tesco asked for permission to install an external ATM machine, to install an external condenser unit and three air conditioning units, and to make minor alterations such as a shopfront, lighting and illuninated signage.

Concerns raised over the impact of lighting on neighbours was answered by a planning officer who said Tesco had agreed the manager would turn the lights off on closing the store. Its opening times are to be 6am to 11pm, seven days a week, giving residents just seven hours’ respite.

The committee heard how a noise report had been carried out on the condenser and air conditioning units. However, Coun Charmaine Morgan aired concerns over noise emanating from the ATM machine.

Coun George Chivers addressed the committee prior to votes being cast. He said the claim that the building had been vacant for a period of time was misleading as Tesco took over the lease once the pub closed and “chose to leave it vacant”.

Coun Chivers went on to raise concerns over motorists parking on the roadside and the impact increased traffic might have on the safety of children attending a nearby primary school. He also said the noise from the condenser and air conditioning units would be clearly audible in the night once the roads were quieter. He said: “I wouldn’t like to live beside it.”

Eventually, members voted and each application was approved.

* Signage outside the soon-to-be Tesco Express states that the store will open on February 13. However, a Tesco spokesman has refused to confirm a date and will only say it would be in the spring.

Trust which runs Grantham Hospital under investigation over mortality rates

United Lincolnshire Hospitals NHS Trust - the body which runs Grantham Hospital - is being investigated over its mortality rates.

The trust is one of 14 hospital trusts under investigation. Initially five trusts were being looked into but nine more, including United Lincolnshire Hospitals NHS Trust, were added to the list.

The investigation was launched in response to a request from the Prime Minister in the wake of the Stafford Hospital scandal.

The investigation is being led by Sir Bruce Keogh.

Sir Bruce said: “These hospitals are already working closely with a range of regulators. If there were concerns that services were unsafe the regulators should have intervened.

“The purpose of my investigation is to assure patients, public and Parliament that these hospitals understand why they have a high mortality and have all the support they need to improve.

“This will be a thorough and rigorous process, involving patients, clinicians, regulators and local organisations.”

A spokesman for United Lincolnshire Hospitals NHS Trust said: We welcome the investigation into mortality indicators within our Trust and hope that it will provide an opportunity to demonstrate the progress that we have made on mortality thanks to the hard work of our staff.

Our mortality figures have improved in the last year. Our SHMI continues to fall from a peak of 133 in quarter 3 2009/10. In the last available quarter (to June 2012), the Trust was no longer an outlier, with a quarterly SHMI of 106.28. Our HSMR figure

has also shown recent improvement.

“Additionally, we have made significant improvements in all areas of patient safety, demonstrated by recent inspections carried out by the Care Quality Commission that have shown two minor concerns, compared to 14 major, moderate and minor concerns raised in 2011.”

“There is still more work to do, and we are focussing on key improvements to bring our mortality ratios down even further, including the introduction of “a plan for every patient”, daily ward rounds by senior doctors and implementing care bundles.”

Grantham canon’s tribute to Pope Benedict XVI

$

The Canon of St Mary’s Church, Grantham, has paid tribute to the man he called: “the reluctant Pope” - Pope Benedict XVI.

Follwing the Pope’s shock resignation yesterday, Canon Anthony Dolan said he was impressed by the “courage and humility” required to reach that decision - the last time a Pope stood down was in 1415.

“He clearly felt he could no longer fulfill his responsibilities and you have to admire someone who can reach such a decision and act upon it,” he said.

Canon Dolan said the Pope was a shy academic who had to work hard to deal with crowds and other public aspects of the job.

“He was a moderniser in many ways, while also being very traditional and conservative. He believed the secular life and religion could learn from each other,” he said.

“His gentle wisdom will be missed. There is no doubt he was something of a reluctant Pope in the first place, but he accepted his calling and got on with the job. When he felt he could not do it, he took the brave decision to resign.”

UPDATE: A1 re-opened after crash at Foston but more reports of traffic congestion

$

Police have re-opened the A1 at Foston.

An HGV collided with the central reservation and shed its load of forklift trucks. No-one was injured as a result of the collision.

The debris from the vehicle and the shed load is on both carriageways and there is a fuel leak from the HGV. As a result, both the northbound and southbound carriageways of the A1 at Foston were closed.

Lincolnshire Police say the road was re-opened at 4pm.

However, there are still reports of tailbacks on the A1 at Grantham as a result of this accident or possibly a further accident.

The volume of traffic means that the area is very congested, and there are long delays.

Police were anticipating that the recovery of the HGV, the shed load of forklift trucks, along with the clean-up of the fuel spillage would take several hours.

Children returning to school after Christmas at Dudley House foresaw the cold weather that was heading our way.

Pupils from Years 5 and 6 who were studying a unit on the polar regions and exploration decided to make their own “virtual igloo” out of 364 plastic milk bottles.

It took one month to build thanks to donations of milk bottles by parents of pupils and the church.

Children at Long Bennington Primary School have been experimenting with music and history while learning “samba drumming”.

The Year 4 pupils are busy honing their skills ready to put on a show for parents at the end of the school year.

Mrs Gail Knapton of Long Bennington Primary School said: “All the children loved it and they were really enthusiastic. This drumming will develop the children’s skills in music and their rhythm skills and get them all to play different rhythms at the same time.”

‘Insufficient resources for a fully functioning Obstetric Unit and emergency surgery at Grantham Hospital’ says chairman of Grantham Hospital Defence Committee

$
0

The chairman of Grantham Hospital Defence Committee has backed fully proposals that would see Grantham lose it maternity unit, in a letter to the Grantham Journal today.

Ian Mihill, chairman of the Grantham Hospital Defence Committee, said “difficult decisions” have to be made by “well-informed people”.

Mr Mihill added that it is his belief the proposed changes, opposed by fellow campaign group SOS Grantham Hospital, will help secure the future of Grantham Hospital.

Here is Mr Mihill’s letter in full:

It is both predictable and disappointing to read the views of SOS Grantham Hospital as set out over recent weeks in the Grantham Journal. The recent headline suggesting underlying factors may not have been considered is frankly a disgrace.

The work undertaken by the Programme Board over the past three years could not have been more exhaustive in terms of data and discussion and breadth of involvement. Difficult decisions that have to be taken when resources are scarce are not taken lightly over a cup of coffee in the hope of upsetting a few people for the fun of it. They are taken very seriously over a prolonged period by very well informed people and even then such decisions are agonised over due to the inevitable public outcry and negative reactions in the press.

If you look at the facts surrounding maternity units in medical safety terms, which is the key issue in commissioning medical services, things become clearer. A fully functioning Obstetric Unit requires relevant, highly trained, staff. This includes midwives, paediatricians, theatre facilities, theatre staff, anaesthetists and more. This provides the emergency caesarean option and all the cover needed if complications arise. Current medical standards require 5,000 births per year for such a unit to be viable and Grantham has 100 births per year and there are only 7,000 in the whole of Lincolnshire. The medical profession would not and will not commission an unsafe service. Finally, let us be clear, that there are not sufficient resources in Lincolnshire for a fully functioning Obstetric Unit and Emergency surgery at Grantham Hospital. Population distribution and profile dictates that such facilities are elsewhere in the county.

If SOS Grantham had taken up the repeated offer to be a member of the Programme Board over the last three years and attended the meetings and had access to the papers then they would have had access to all the necessary facts and information. Hopefully they would have realised that the decision is a difficult but correct one that reflects medical practice today and the resources available in the real world that we live in and not some fantasy world that no longer exists.

As Chairman of Grantham Hospital Defence Committee I have been a member of the Programme Board throughout, have had access to the papers and attended the meetings and had the opportunity to discuss this issue at length with the medical professionals. During this process I could not have been more impressed with the commitment of those involved to secure the future of Grantham Hospital at the centre of medical care in South West Lincolnshire. The outcome and recommendations are overwhelmingly positive and I support them completely given the constraints that exist.

When we formed GHDC we had a genuine concern for the future of the hospital and no real access to information. We had meetings and rallies, and printed tee shirts. Today I believe the future of the hospital is secure and at the centre of medical provision in a new and imaginative format with increased elective and planned surgery, an improved A & E service by bringing together A & E and GP out of hours services and a more creative and effective paediatric unit for our children - and all within a budget that has been constrained in real terms.

The Board and the Professionals should be congratulated on this outcome and thanked for being bold enough to take difficult decisions for the greater benefit of us all. Relocating the Maternity Unit to a Hospital with an Obstetric Unit is a difficult but correct decision.

The Public Consultation will be completed on Wednesday 20th February. If you believe these proposals are positive and appropriate, as I do, please don’t sit quietly. Make your feelings known and support the proposals and let us, for once, applaud and welcome an outcome that secures the future of our local hospital for us all.

UPDATE: Trust in charge of Grantham Hospital accused of ‘putting targets before safety’

$
0
0

County councillors have released letters which suggest targets are being put before patient safety by United Lincolnshire Hospitals NHS Trust - the body which runs Grantham Hospital.

The letters, which date back to early 2010, have been released by the Lincolnshire Independents.

In the first letter a surgeon complains that he feels that he is being “coerced” into doing things which are unsafe.

The second refers to surgical lists being overcrowded in order to meet targets and refers to a patient death, with an implication that this overcrowding was a contributory cause.

The third is from a clinical director who warns the Chairman of the Trust, Paul Richardson, that there has been a shift toward meeting targets at the expense of patient safety.

Chris Brewis, a Lincolnshire Independents county councillor who is on the Health and Scrutiny committee at the county council said: “I am appalled that we have looked at safety before as a committee but these letters which were not made available to us at the time suggest that we have been misled.

“What else is being covered up? The national mortality data shows Lincolnshire’s hospitals at the wrong end of the league table.”

Phil Scarlet is standing as a Lincolnshire Independent after resigning from United Lincolnshire Hospitals NHS Trust as a Non-Executive Director over concerns about how the trust is being run.

This week he is calling on the Chair of the Trust, Paul Richardson, to resign over the treatment of former Chief Executive Gary Walker.

Mr Scarlet said: “It is shocking that ULHT spent £0.5m on gagging its former Chief Executive who raised concerns about safety. He said if you put more pressure on the system it will be dangerous for patients...These letters are some 9 months after Walker was forced out and show the new regime at the Trust putting targets before safety just what Walker tried to stop.”

He added: “I call on Paul Richardson, Chair of the Trust, to account for the £0.5m and these letters which have been concealed.

“He should resign to restore patient confidence.

“We will also consider whether we need to go to court to challenge the legality of the suppression of documents from the public.

“It is shocking to have the suppression of around 3000 pages of documents when the Francis report on Mid Staffordshire talks about openness and transparency.”

UPDATE: A spokesman for United Lincolnshire Hospitals NHS Trust said: “Patient safety remains the top priority for United Lincolnshire Hospitals NHS Trust and this means that our focus is to provide safe, high quality care at the same time as meeting our patients’ expectations.

“We have made significant improvements in all areas of patient safety in the last two years and this is demonstrated by recent inspections carried out by the Care Quality Commission which are expected to show only minor concerns compared to 14 major, moderate and minor concerns raised in 2011.”

YOUTH FOOTBALL: Barrowby Lions win Hands down

Barrowby Lions 4

Ancaster 1

A second-half hat trick from man-of-the-match Oliver Hands won a competive and even game for the Lions.

First-half chances were limited for both sides, with Ancaster looking dangerous on the counter-attack and Bramley prominent.

Barrowby had the most of possession but could only create half-chances, with Edwards in the Ancaster defence having a great game.

All the goals came in the second half. Sam Wright set up Hands for the first two Barrowby goals, both very similar, breaking down the right and crossing for the striker to finish.

Ancaster replied almost immediately from a well struck shot from Gore, which Dodwell failed to hold.

Hands restored the two goal advantage with his hat trick after a lovely finish inside the box. The final goal was worked well down the left, Mayfield putting in a lovely cross for Read to finish.

Barrowby: Dodwell, Tonge, French, Johnson, Cooper, Federson, Evans (c), Down, Wright, Mayfield, Read, Hands.

Greenbank 2

Gonerby Yellows 2

Gonerby got off to a flying start and went ahead through a set-piece converted by Cameron McIntosh.

Harry Hutton doubled Yellows’ tally with a magnificent strike from 25 yards.

However, as the game progressed, the home team regained the initiative and were rewarded with a penalty which was duly saved by Gonerby keeper Daniel Hibbert.

In the second half, the home side were more influential in midfield and began to create problems for the visitors. And with 15 minutes to go, Greenbank scored two well deserved goals to balance this closely contested match.

Gonerby: Hibbert, Crane, C. McIntosh, Smith, A. McIntosh, Pickering, Ladds, Hotchin, Baker, Hutton, Eyre, Subs: Bond, Geeson, Clater.

Barrowby 3

Sleaford 3

Barrowby started very brightly and were rewarded with a fine strike by David Croke.

The home side continued to press and scored again before the break when Sam Evans reacted first after the keeper spilled his shot. Ryan Evans then unleashed a thunderbolt from 30 yards which crashed off the crossbar. Barrowby reacted first and Ollie Hayward slotted home.

With nine minutes remaining, Sleaford fought back with two quick goals and scored the equaliser deep into injury time.

Man of the match was Lawniczak.

Barrowby: Asplen, White, Wingad, Evans, Lawniczak, Reid, Evans, Hayward, Evans, Croke, Cardoso (c), Scott.

Gonerby 1

Saxilby Athletic 0

A well-organised Saxilby team kept a rampant Gonerby outfit at bay for long periods of the game with some dogged, brave defending. With the Saxilby keeper also on top form, Gonerby had the vast majority of possession but could find no way through and the first half ended goalless.

Midway through the second half, Gonerby made the all important breakthrough when the Saxilby keeper could only parry Sam Brown’s crisp shot into the path of Robert McNulty, who converted well from inside the six-yard box.

Saxilby committed more men forward but they were thwarted by the Gonerby back line, superbly marshalled by George Corden.

Gonerby: Eardley (c), Gullick, Burton, Corden, Sellars, Davidson, Gorman, Taggart, Atkinson, Brown, McNulty, Boyle, Lewin, Bautista.

Grantham Town 1

Ruston Sports 1

This top-of-the-table clash ended all square after Grantham conceded from a penalty early on.

Owen Mitchell and Tom Andersen both shot wide for Town, and Lewis Brady was denied by the Ruston keeper late in the first half.

Grantham levelled when Praise Ollalere benefited from Brady’s super work to slot home.

The home side went close to taking the lead through Jacob Thompson, Alfie Morley and Andersen, with Brady having a shot cleared off the line in the final seconds, and had to settle for a share of the points.

Man of the match was Owen Mitchell.

Health boss’s £500,000 gag branded ‘scandalous’ by group campaigning against Grantham Hospital cuts

The Trust which runs Grantham Hospital has been accused of putting targets before patient safety.

It has been a torrid week for health authorities in Lincolnshire

First United Lincolnshire Hospitals NHS Trust was named on a list of trusts being investigated for high mortality rates after an investigation was launched in the wake of the Staffordshire Hospital scandal.

On Wednesday county councillors with the Lincolnshire Independents group released letters from hospital staff including a surgeon and a clinical director suggesting that hitting targets was putting the health of patients at risk.

And yesterday the Trust’s former chief executive broke his gagging order - believed to have come at a cost of £500,000 - in an interview on Radio 4’s Today programme.

Mr Walker said “It’s a simple decision. You have emergency care or you have care that could wait and therefore we chose, as a board, that emergency care should take priority.

“What happened at Mid Staffordshire Hospital was they did not take that view. Their view was that they were going to pass the pressure down from the Department of Health, from the strategic health authority, to the people at the coal face so they would be under a lot of pressure, they would make mistakes and we as a board and I were not prepared to allow that to happen.”

Mr Walker said he came under pressure as a result of putting patient safety first, saying he must “meet targets, whatever the demand”.

Mr Walker added: “That pressure is wrong. That’s a dangerous thing to be saying in a situation where the hospitals are so full that you just don’t have any beds.”

Mr Walker was sacked in 2010 after allegations he swore in a meeting. On the eve of an employment tribunal he signed the gagging order.

Mr Walker said: “I was about lose everything. Sometimes you don’t want to sign but you don’t have a choice.”

Phil Scarlet resigned as a non-executive director at ULH NHS Trust over concerns about how Paul Richardson, chair of the trust, was running the organisation. He is calling for Mr Richardson to resign.

Mr Scarlet said: “It is shocking that ULHT spent £0.5m on gagging its former chief executive who raised concerns about safety.

“This money was intended for patient care but instead it is being used to suppress around 3,000 pages of documents.”

Charmaine Morgan of campaign group SOS Grantham Hospital said she fully supports Gary Walker but was incredulous at the amount of money spent to silence him.

“I think it’s absolutely shameful and scandalous. Whoever made that decision needs to be held to account.

“We have been asking for a consultant-led team at Grantham and that money would have paid for that, or gone a long way to paying for that.”

A spokesman for United Lincolnshire Hospitals NHS Trust said: “Patient safety remains the top priority for United Lincolnshire Hospitals NHS Trust and this means that our focus is to provide safe, high quality care at the same time as meeting our patients’ expectations.

“We have made significant improvements in all areas of patient safety in the last two years and this is demonstrated by recent inspections carried out by the Care Quality Commission which are expected to show only minor concerns compared to 14 major, moderate and minor concerns raised in 2011.”

East Midlands Strategic Health Authority denies instructing Mr Walker to hit targets “whatever the demand”.

Column: Labour Local Government conference brought together truly inspirational people

$

This weekend, I attended the Labour Local Government conference in a rainy Nottingham. It was my opportunity to meet some truly inspirational people from across the country.

People who are working extremely hard for their communities dealing with true budgetary pressure and make extremely difficult decisions.

The decisions are difficult and the impacts are profound. However, Labour councillors across the country are doing their utmost to protect front line services, being creative in the use of their funds to focus on jobs & economic growth and deliver truly inspiring results.

Results that mean the ratio between the lowest paid and highest paid council staff is being reduced, results that mean apprentices are paid much more than the national minimum, results that mean council houses are being built in some areas of the country for the first time in 30 years.

During the conference, we also heard Ed Miliband outlining how One Nation Labour can make a difference in every community in the UK. Even when Labour councillors are not running councils they are working in their communities, bringing people together, prioritising the vulnerable and supporting the vital services that deliver for everyone.

This is the work that I see every day in Lincolnshire. Where certain politicians seek to divide communities, setting people against each other, I see our Labour councillors bringing communities together in common causes. Where certain politicians look to besmirch reputations to score petty political points, I see others who remain focused on the people they serve, seeking to represent their views and to resolve issues.

Politics today is about choices. As politicians we have to make choices, sometimes very difficult choices, about what services can be delivered under the current climate of shrinking budgets. As we come to the local elections in May 2013, I will be encouraging the people of Grantham to support councillors and candidates that will work hard in their communities for the people they represent, supporting the vulnerable and remaining focused on bringing people together.
